Iowa Senate OK bill boosting biker rights

DES MOINES, Iowa - The Iowa Senate approved a "Bill of Rights" for bicyclists Thursday that backers said gives them additional protections as they squeeze onto roads with cars and trucks.

Sen. Matt McCoy, D-Des Moines, said eight to 10 people a year are killed in accidents between cars and bicycles.

"You do have a problem and we should spend some time on it," said McCoy. "It's not a perfect bill and we'll be back here in a year or two addressing some other issues.

The Senate approved the measure on a 30-17 vote, sending it to the House and an uncertain future.

"motorists caught following a bicyclist too closely could face a $25 ticket -- but if the cyclist is injured, the fine jumps to $500. If the cyclist is killed, the fine would be $1000."

Sounded good up until the $1000 fine. $1000 to kill someone? This is manslaughter and would require jail time usually, but just a $1000 fine? That's crazy.
